Hong Kong in its glory was built on the backs of refugees, with the first recorded refugees coming in 1945 from China to flee the civil war and one-third of the Hong Kong population being refugees by 1956 (Wills). However, Hong Kong does not offer refugee or Asylum status and is not a signatory of the 1951 Convention Relating to the Status of Refugees. Instead, the government established the Unified Screening Mechanism, which determines if a person should be granted Non-Refoulement protection, which is a temporary legal stay. The rate of being granted Non-Refoulement is the lowest in the developed world, at under 1% compared to the worldwide average of 67% (About Refugees). 


Even after being granted Non Refoulment protection, refugees are prohibited by law to work. Instead, they are granted a meager $3200 per month of assistance by the government for all their expenses.
